Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto-Zardari has stated that no one can revoke the 18th Amendment, which guarantees provincial rights under the Constitution.
Speaking during a National Assembly session, Bilawal emphasized that even powerful individuals cannot undo the amendment. He condemned recent incidents of terrorism across Pakistan, from Karachi to Khyber Pakhtunkhwa, and called for national unity against extremists and anti-state elements.
“The entire House and the nation must stand together to confront those who threaten Pakistan,” Bilawal said. He noted that terrorists are attempting to rise again, but the people and armed forces have historically achieved successes that even NATO could not on Pakistani soil.
Bilawal highlighted that the PPP has always sought constitutional reforms through consensus. He mentioned consultations with Jamiat Ulema-e-Islam-Fazl (JUI-F) chief Maulana Fazlur Rehman, but said the party chose a separate approach through opposition talks. Both the JUI-F and PTI were involved when the constitutional bench was formed.
Referring to India, Bilawal said that after its defeat, the Prime Minister proposed promoting the Army Chief to Field Marshal, showing the importance of consensus in lawmaking. He recalled that during Zulfikar Ali Bhutto’s era, political parties united to pass a unanimous constitution, and noted that dictators have repeatedly tried and failed to override democratic agreements.
He stressed that the provincial rights established under the 18th Amendment were supported by PPP, PML-N, and other parties, and cannot be repealed. Bilawal also said that the PPP’s central executive committee (CEC) had met and decided to support the government, reinforcing the country’s democratic framework.
