Authorities Place Saad Rizvi, TLP Officials on No-Fly List

Pakistani authorities have restricted travel for nearly 300 Tehreek-e-Labbaik Pakistan (TLP) members after placing their names on the Provisional National Identification List (PNIL), effectively banning them from leaving the country.

TLP chief Saad Rizvi, his brother Ans Rizvi, and 21 other top figures face multiple legal cases in Lahore, Sheikhupura, and other districts. The FIA and provincial police have been directed to tighten checks at airports, border points, and security posts to stop any escape attempt. Officials suspect the Rizvi brothers may try to use support networks in Karachi to flee.

A senior Punjab official stated that the provincial government requested the federal authorities to add these names. Collectively, the individuals are linked to over 100 FIRs, including nearly 80 cases tied to terrorism and serious offenses. About 23 top leaders are accused of organizing and financing violent demonstrations.

Investigators have identified financial backers through geofencing, bank tracking, and other intelligence tools, with police instructed to proceed under the Anti-Terrorism Act, including putting suspects on the Fourth Schedule for links to radical or sectarian activities.

Punjab Police have now expanded scrutiny of past TLP protest cases from 2020 and 2021, particularly those involving attacks on law enforcement, and are re-targeting repeat offenders linked to the 2025 unrest.

The Punjab government is responsible for preparing the prosecution—utilizing forensics, digital mapping, and call data analysis—under a team previously involved in probing the May 9 riots.

Meanwhile, a deal struck with moderate Sunni scholars has enabled the government to transfer the administration of around 300 mosques and 125 madrasas formerly overseen by the hard-line group.
