Apple Eyes iPhone Manufacturing Plan in Pakistan

Technology giant Apple is reportedly planning to begin iPhone manufacturing operations in Pakistan under a proposed government-backed Mobile and Electronics Manufacturing Framework designed to attract global tech investment. The initiative aims to position Pakistan as a regional production and export hub for electronics while strengthening local industrial capacity and job creation.

According to a report published by Express Tribune, authorities have agreed to offer several incentives to encourage the company’s entry, including an eight percent performance-based incentive and land at subsidized rates. Officials believe such benefits will make Pakistan more competitive compared with regional manufacturing destinations competing for international technology firms.

In the early phase, the company is expected to focus on refurbishing used iPhones that are two to three years old before transitioning toward full-scale assembly and production. This approach mirrors strategies already adopted in countries such as India, Malaysia, and Indonesia, where refurbishment operations helped companies establish infrastructure and supply chains.

Government officials estimate that refurbishment exports alone could generate about $100 million in foreign exchange during the first year. Policymakers say the broader framework aims to build long-term industrial capability, expand exports, and reduce reliance on imports while encouraging technology transfer and skill development within Pakistan’s workforce.

The proposed policy also targets localization of mobile manufacturing by increasing the use of locally produced components from twelve percent to thirty-five percent within the first year. Over time, authorities hope to raise that figure to fifty percent, creating new opportunities for domestic suppliers and strengthening Pakistan’s electronics ecosystem.

Officials added that the framework has received backing from senior leadership and is expected to secure approval soon. Alongside mobile production, the government is pursuing investment in laptops, tablets, wearables, and accessories, while separate initiatives such as electric vehicle subsidies are being expanded to support broader industrial growth and technological advancement.
