The President of Pakistan has directed the government to immediately release the salary, arrears, and benefits of Muhammad Arshad Khan Jadoon, Chairman of the Press Council of Pakistan (PCP). This order also includes reimbursement of all medical and utility bills incurred during the period of non-payment. The decision overturns a previous Wafaqi Mohtasib order dated May 29, 2025.
The President ruled that the withholding of Jadoon’s salary was illegal and constituted gross maladministration. Officials confirmed that no law permits stopping a public official’s salary without due process or disciplinary action. Legal advisors emphasized that the action violated Articles 4, 24, and 25 of the Constitution, which guarantee equality, protection of property, and due process.
It was noted that former PCP chairpersons received salaries equivalent to a Supreme Court Judge. Denying Jadoon the same pay was considered discriminatory. The Ministry of Information and Broadcasting and Finance Division officials acknowledged that the Chairman was entitled to these benefits under the Press Council of Pakistan Ordinance, 2002, and the Press Council Rules, 2013.
The President also highlighted that Jadoon had given up his private legal practice to serve in public office. Withholding his salary during this commitment violated fairness and trust. Moreover, he had personally covered the expenses for his open-heart surgery and related medical treatment, which, according to rules, should have been paid by the government.
The President ordered the Ministry of Information and Broadcasting and the Finance Division to:
- Immediately release all withheld salary and arrears
- Pay any markup due for delays
- Reimburse all medical and utility bills
Additionally, disciplinary action under the Efficiency and Discipline Rules must be taken against officials responsible for the unlawful stoppage. This ensures accountability and prevents future maladministration.
