PTA Chairman Confirms Internet Slowdown Issue in Pakistan

In an informal conversation with journalists, Major General (Retd) Hafeez Ur Rehman, Chairman of the Pakistan Telecommunication Authority (PTA), addressed several pressing issues regarding internet and telecommunications in Pakistan.

Internet Speed and Upgrades

Responding to concerns about the country’s internet slowdown, the PTA chairman assured that these issues would be resolved by the end of October. The PTA is in the process of upgrading its Web Management System (commonly known as the internet firewall), expanding data capacity from 5 terabytes to 8 terabytes, with completion expected by the end of the month. This upgrade is expected to address the widespread internet issues reported across the country.

The chairman highlighted the stark difference in internet shutdowns between countries, noting that India experienced 116 shutdowns in 2023 compared to only seven in Pakistan. While he does not condone internet shutdowns, he emphasized that national security is a top priority. He noted that mobile services were less frequently suspended during the recent 10th of Muharram, and any shutdowns that occurred were limited to specific times and areas. He pointed out that Bangladesh also experienced shutdowns during elections, underscoring that each country has unique security circumstances that influence such decisions.

With Pakistan’s population at 242 million and a spectrum capacity of 274 MHz, the chairman acknowledged that the current capacity is congested. He noted that India invested $13 billion in fiberization over the past five years, laying 3.5 million kilometers of fiber optic cable. He expressed optimism that introducing 5G and enhancing national infrastructure would improve the overall situation.

Regarding the decision to block the social media platform X (formerly Twitter), the chairman stated that this decision was made by the federal government, and the PTA would comply with reopening it when instructed. He mentioned that complaints against X are high, with only 27% compliance, compared to 93% compliance from other social media platforms. This issue is currently under review in the Sindh High Court, where the PTA will present a report on X’s non-compliance. All social media platforms have been urged to utilize AI to block illegal content.

Telecommunications and Future Plans

Acknowledging the poor quality of GSM services, the chairman admitted that spectrum shortages are partly due to the PTA’s shortcomings. However, he assured that the upcoming 5G auction, scheduled for April 25, would help improve call drop issues and enhance the quality of 4G services.

The chairman also mentioned the PTA’s opposition to the FBR’s directive to block SIM cards, a decision that telecom companies managed independently. Additionally, a request to suspend mobile services during the MD-CAT exams was rejected, reinforcing the PTA’s commitment to balancing security measures with public convenience.
