Ahsan Iqbal Plans Rs. 450 Billion Upgrade for ML-1

Planning Minister Ahsan Iqbal has called for a major upgrade of Pakistan’s railway infrastructure. The proposed project targets the Rohri-Multan section of ML-1.

The section is expected to require more than Rs. 450 billion for restoration and modernization. The government is currently reviewing several options to finance the project.

Ahsan Iqbal discussed the project during a meeting focused on its financing requirements. He said railway modernization remains an important government priority.

The Rohri-Multan section has faced serious operational challenges over the past decade. Officials reported 399 failed attempts related to the section during the last 10 years.

The meeting also highlighted wider safety concerns across the railway network. A total of 158 other train accidents were recorded during the same period.

The figures have raised concerns about the condition of Pakistan’s existing railway infrastructure. Authorities are now considering different approaches to improve the system.

Ahsan Iqbal directed officials to arrange an independent feasibility study for the Rohri-Multan section. The study will assess the project’s technical, financial and economic viability.

It will also help identify an appropriate financing structure for the proposed upgrade. The government wants to examine all available funding options before moving forward.

Potential sources include development funds and foreign financing. Public-private partnerships are also being considered for the project.

Local bank financing and domestic capital markets are among the other options under review. These alternatives could help address funding challenges facing large infrastructure projects.

Ahsan Iqbal also discussed progress on another major railway section. Work on the Karachi-Rohri section is expected to begin during the current fiscal year.

The Karachi-Rohri project has support from the Asian Development Bank. Its implementation is expected to contribute to broader railway modernization efforts.

The Ministry of Railways has also received instructions regarding future equipment needs. Officials will assess requirements for locomotives, freight wagons and passenger coaches.

These requirements will be incorporated into an integrated railway modernization plan. The plan is intended to provide a broader roadmap for future railway development.

ML-1 is considered important for Pakistan’s passenger and freight transportation network. Better railway services could also support trade and wider economic activity.

Ahsan Iqbal emphasized the need to explore alternative financing arrangements. He noted that cuts in development spending are affecting major infrastructure projects.

The government will therefore examine different financing models for the Rohri-Multan upgrade. The independent feasibility study will provide important information for that decision.

The proposed investment represents a significant effort to improve railway infrastructure. However, final implementation will depend on feasibility findings and financing arrangements.
