He also referred to the constitutional provisions in Article 161(2) to emphasise the significance of the issue.

The letter stated that in 2016, the federal government signed an NHP deal with KP that guaranteed a payment of 1.61 kWh. It stated:

Wapda began paying Punjab and KP proportionately. However, the payment flow was not consistent with the interim agreement, resulting in a Rs. 62 billion gap in 2022-23.

He also stated that the national tariff has risen by 340 percent since that time.

According to the letter, Prime Minister Nawaz Sharif formed a special committee to handle the payment issue after KP raised it with him. The committee determined that the KCM technique used to calculate these payments over the last four decades could not be utilised. It also urged the federal government to uphold its end of the bargain by making direct payments to provinces.

Because the previous computation agreed by the Council of Common Interest was based on KCM, another out-of-the-box committee was constituted to seek a long-term solution to the NHP payment issue. The Chief Minister also requested that the PM present an out-of-the-box committee report to the CCI for debate, along with a request for an enhanced NHP of Rs. 2 per KWh, a 10% rise in the Wapda generation tariff, and a Rs. 1 per KWh effect on consumers.[/vc_column_text][/vc_column][/vc_row]
