A proposed memorandum between the United States and Iran is expected to pave the way for a new phase of diplomatic engagement, with reports indicating that a $300 billion private investment fund could be established to support economic development projects across Iran. The initiative is expected to become operational once a broader agreement between the two countries is finalized.
According to reports, the investment fund would rely entirely on private-sector participation and would not involve direct government financing. Financial commitments are expected to come from companies based in the United States, Gulf nations, Asia, and Africa. Sources suggest that more than half of the required funding has already been secured ahead of the anticipated agreement.
The proposed investment mechanism is expected to remain separate from discussions surrounding Iran’s frozen assets abroad. Reports indicate that the issue of restoring access to those assets is being addressed through a parallel track within the wider diplomatic process. Officials view both measures as important components of efforts aimed at improving economic conditions and rebuilding trust.
Meanwhile, Switzerland’s Foreign Ministry has confirmed that a signing ceremony for the proposed memorandum is scheduled to take place on Friday at the Bürgenstock Resort near Lake Lucerne. The location was reportedly selected due to its strong security arrangements and privacy, making it suitable for sensitive diplomatic discussions involving senior officials from both countries.
The venue was reportedly chosen following consultations involving mediators from Pakistan and Qatar, alongside representatives from Washington and Tehran. Iranian Parliament Speaker Mohammad Bagher Ghalibaf is expected to head the Iranian delegation, while reports suggest that U.S. Vice President JD Vance will lead the American side during the ceremony.
Officials have stressed that the memorandum will not constitute a final agreement between the two countries. Instead, it is expected to serve as a framework for continued negotiations focused on reducing tensions, promoting dialogue, and working toward a long-term resolution of outstanding issues that have shaped US-Iran relations for decades.
