Prime Minister Shehbaz Sharif has appointed Prof. Dr. Niaz Ahmed Akhtar as the new HEC Chairman, according to an official notification issued on February 6, 2026. The appointment takes immediate effect and will remain in place until further orders.
The notification, issued under the Ministry of Federal Education and Professional Training, states that the prime minister approved the appointment in his capacity as the controlling authority. The decision was made under Section 3 of the Higher Education Commission Ordinance, 2002.
Prof. Dr. Akhtar has been appointed for a two-year term under Section 6(5) of the HEC Ordinance, as amended through Section 2(a) of the HEC (Amendment) Act, 2021. His experience in higher education and administration is expected to strengthen the commission’s role in promoting quality and research in universities.
The notification was signed by Razia Ramzan Dossa, Deputy Secretary (HEC), and copies were circulated to key offices, including the President’s Secretariat, the Prime Minister’s Office, the Cabinet Division, the Establishment Division, and officials in the education ministry and HEC.
The new HEC Chairman is tasked with overseeing higher education policies, university regulation, and quality assurance across Pakistan. Observers say that strong leadership at the HEC is crucial for improving academic standards and enhancing research output in the country.
Prof. Dr. Akhtar’s appointment comes at a time when Pakistan’s higher education sector is focusing on international collaborations, research development, and modernization of academic programs. Experts believe his leadership will help achieve these goals.
