The Lahore administration has made it mandatory to follow the NOC Requirement for rooftop kite-flying events during Basant. The rule applies to gatherings exceeding the permitted number of participants.
Lahore Commissioner Maryam Khan announced that under the newly issued standard operating procedures (SOPs), all rooftops hosting kite-flying events must be registered. Quick response teams will inspect rooftops and verify compliance with the NOC Requirement to ensure public safety.
The commissioner emphasized a zero-tolerance policy. Rooftop gatherings exceeding the approved capacity will not be allowed without a valid NOC. Authorities said the NOC Requirement aims to prevent accidents while allowing citizens to celebrate Basant responsibly.
Awareness campaigns about Basant safety laws and codes of conduct are ongoing in schools and educational institutions. These programs aim to educate students about safe kite-flying practices and adherence to the NOC Requirement.
Meanwhile, more than 2,276 kite sellers across Lahore have already been issued NOCs. Registration of sale points is expanding, including in red-zone areas, to regulate the kite trade during the festival.
Preparations for Basant are in full swing, with large crowds visiting Mochi Gate, the city’s main kite market. However, rising prices have made kites and strings expensive for many buyers. Traders reported that high-quality kite string rolls are now selling for up to Rs8,000.
Authorities have urged citizens to follow safety guidelines to ensure Basant is celebrated safely. The administration believes that strict enforcement of the NOC Requirement, combined with public awareness, will reduce accidents and promote responsible festivities.
