The Punjab government has abolished permanent positions for 2,115 doctors at District Headquarters (DHQ) and Tehsil Headquarters (THQ) hospitals. The decision aims to restructure the recruitment system in the province’s health sector.
According to official details released on Thursday, permanent service positions have been replaced with new posts under a consolidated pay package. These new posts will not carry permanent employment, pension benefits, or promotion rights.
Recruitment for these positions will now take place on a fixed pay basis. The provincial cabinet has approved the Secondary Level Human Resource Rules 2025, which formalize this new framework. Approval has also been given for the creation of 2,115 new posts with special pay packages.
The health department stated that the reform is designed to improve the availability of doctors in hospitals and strengthen service delivery at DHQ and THQ facilities across Punjab. Officials said the new system will ensure doctors are posted where they are most needed.
Expenditure for the 2025–26 financial year has been cleared by the finance department. Appointments to the new positions will be made on the recommendations of the Selection Board, ensuring transparency in recruitment.
The policy will apply to all districts of Punjab, marking a major shift in the province’s healthcare employment structure. Authorities believe this move will make hiring faster and reduce delays caused by permanent service rules.
Officials emphasized that this change is part of a broader effort to modernize hospital services in Punjab. By moving to a consolidated pay system, the government aims to attract more doctors, improve healthcare delivery, and strengthen the overall health infrastructure.
