Pakistan is preparing to welcome a significant number of Tourists from Russia as part of a broader plan to boost its tourism sector. Officials expect around 50,000 Russian visitors annually, with the potential to generate up to $1 billion in revenue. This move comes at a time when global travel trends are shifting due to economic uncertainty and regional instability.
Many Russian Tourists are now exploring safer and more affordable destinations. Countries in the Middle East have faced recent challenges, prompting travelers to look for new options. Pakistan is emerging as a strong alternative due to its natural beauty, improving infrastructure, and easier visa policies.
Pakistan’s Ambassador to Russia, Faisal Niaz Tirmizi, highlighted that outbound travel from Russia has declined in recent years. Previously, about 24 million Russians traveled abroad annually, but the number has dropped to around 15 million. This shift creates an opportunity for Pakistan to attract a share of these Tourists.
He explained that Russian travelers prefer destinations that are secure, accessible, and cost-effective. Pakistan offers scenic landscapes, cultural diversity, and developing tourism facilities that match these preferences. Discussions with Russian officials, including Andrey Ignatyev, suggest that Pakistan could become a future hotspot for Russian visitors.
Historically, Russian Tourists have chosen destinations like Turkey, Egypt, Thailand, and Malaysia. These travelers typically spend between $1,000 and $5,000 per trip. Host countries earn billions of dollars annually from this segment. Pakistan aims to gradually enter this market by first welcoming smaller tour groups and then expanding to larger numbers.
Support from Vladimir Putin for stronger ties between Russia and Pakistan could further strengthen tourism cooperation. This includes collaboration in business, education, and cultural exchanges.
Pakistan’s tourism sector has already shown progress. More than one million international visitors arrived in 2025 under initiatives like Green Pakistan. Visa reforms now allow easier entry for travelers from 126 countries. Digital platforms such as “Tourism on the Palm” also help guide visitors.
The government is investing in new infrastructure, including hotels and resorts in areas like Gadani, Sonmiani, and Hunza. Northern regions such as Skardu and Hazara Division are being promoted as key destinations for adventure and cultural tourism.
