The first meeting of the Eleventh NFC took place in Islamabad on Tuesday. Finance Minister Senator Muhammad Aurangzeb chaired the session and urged all members to approach the new revenue-sharing process with unity and openness. He said the NFC discussions must be based on mutual respect and sincere dialogue.
Aurangzeb welcomed the chief ministers, provincial finance ministers, and other officials. He said the meeting fulfilled an important constitutional duty and also created an opportunity to strengthen cooperation between the federation and provinces.
The finance minister noted that the Tenth NFC Award expired on July 21, 2025. He said this increased the urgency to begin the Eleventh NFC process without delay. He added that the federal government had been committed to starting the talks on time, and the prime minister followed the matter closely.
Aurangzeb explained that an earlier meeting had been postponed due to severe floods in Punjab, Sindh, and Khyber Pakhtunkhwa. He appreciated the provinces for showing full willingness to take part in the new award and for approaching the process constructively.
He stressed that concerns around the NFC can only be addressed through transparent and open communication. He said the federation attended the meeting mainly to listen to the provinces and encouraged all stakeholders to engage with open minds.
Aurangzeb also praised the provinces for signing the National Fiscal Pact. He noted their cooperation on achieving mandatory surpluses and supporting the IMF programme. He said these steps demonstrated a shared commitment to the country’s economic stability.
The minister added that Pakistan experienced a difficult year marked by major floods and rising security challenges. Despite this, he said the federation remained united. He urged the same unity to guide the NFC talks in the coming months.
Highlighting the importance of the NFC, Aurangzeb said the forum supports fair resource distribution and long-term financial stability. He said it allows policymakers to learn from each other and make informed decisions.

He concluded that discussions will continue in the weeks ahead. He called on all members to participate with respect and said completing the Eleventh NFC Award is a shared responsibility of the federation and the provinces.
