The Ministry of Foreign Affairs (MOFA) has introduced an online document attestation system for Pakistani citizens. The new service allows applicants to submit documents digitally and receive electronic attestation certificates by email.
The system became operational on October 12, 2026. It is available at MOFA headquarters in Islamabad and liaison offices in Lahore, Karachi, Peshawar, Quetta, and Gujrat.
According to a ministry circular issued on October 14, applicants can complete several steps online. These include submitting documents, completing verification requirements, and making payments through the prescribed process.
The digital service aims to reduce the need for physical visits to government offices. However, some applicants may still need to visit an office if their documents require additional physical verification.
What Is MOFA’s Online Attestation System?
MOFA has introduced the digital platform to authenticate documents intended for use in Pakistan and abroad. Applicants can register on the portal, upload their documents, and follow the progress of their applications.
The system provides two main services: general document attestation and apostille certification.
General attestation verifies eligible documents under the ministry’s established procedures. Apostille certification is intended for documents used in countries that accept the Hague Apostille Convention.
Applicants should confirm which service they need before submitting their requests. The requirements may depend on the country and the organisation requesting the documents.
Which Documents Can Be Attested Online?
The service covers several categories of documents, subject to the relevant verification requirements.
Educational documents include university degrees, transcripts, matriculation certificates, intermediate certificates, and diplomas.
Personal documents include birth certificates, marriage certificates, death certificates, and family registration certificates.
Legal documents may include powers of attorney, eligible affidavits, succession certificates, and guardianship documents.
Commercial documents include business agreements, incorporation certificates, company records, and commercial invoices.
The system also covers eligible professional experience certificates. These may include employment, teaching, medical, and engineering experience records.
Documents Required for Online Attestation
Applicants need a valid Computerised National Identity Card (CNIC) and an active email address to register. They should also prepare clear digital copies of the documents requiring attestation.
Additional identification or supporting documents may be required, depending on the application category.
Some documents must undergo verification by the relevant authority before MOFA can authenticate them. University degrees and transcripts generally require verification from the Higher Education Commission (HEC).
Matriculation and intermediate certificates must follow the applicable verification process through the Inter Boards Coordination Commission (IBCC).
Technical qualifications may require verification from the relevant technical education board and the National Vocational and Technical Training Commission (NAVTTC).
Commercial documents may also need authentication from a Chamber of Commerce, the Trade Development Authority of Pakistan (TDAP), or another authorised body.
Applicants should complete the required verification steps to reduce the risk of delays or rejection.
How to Apply for MOFA Attestation Online
Applicants can access the service through the official MOFA Digital Attestation Portal.
First, visit the website and create an account using the required personal information. Existing users can sign in with their registered email addresses and passwords.
Next, select general attestation or apostille certification, depending on the intended use of the documents.
Complete the application form and upload readable copies of the required documents. Review all information carefully before submitting the request.
MOFA will then review the application according to the relevant requirements. Applicants can monitor their requests online and check their email for updates or further instructions.
The applicable fee must be paid according to the portal’s instructions. Charges may vary depending on the selected service and document category.
After successful verification and completion of the required formalities, applicants will receive an electronic attestation certificate by email. They can download and retain the certificate for submission to universities, employers, embassies, or other relevant organisations.
