The National Database and Registration Authority (NADRA) has explained how overseas Pakistanis can apply for their first National Identity Card for Overseas Pakistanis (NICOP). Applicants can use the official Pak ID mobile application to submit their requests online.
The guidance covers required documents, biometric verification, and alternative procedures for applicants aged 18 and above. Most applicants can begin the process without visiting a NADRA Registration Centre.
However, some applications may require additional checks or an in-person visit. The authority has also clarified the options available when parents or other family members cannot complete biometric verification.
Who Can Apply for a NICOP?
NICOP is an identity document for Pakistani citizens living or working abroad. Eligible dual nationals and Pakistani citizens planning to settle overseas can also apply.
People born outside Pakistan may qualify if they meet the relevant citizenship and registration requirements. First-time applicants aged 18 or above must establish their Pakistani identity through supporting documents.
Documents Required for a First-Time NICOP Application
Applicants must provide the CNIC or NICOP number of a parent or blood relative, where applicable. This helps establish their family connection in the national registration record.
Applicants born abroad must also submit acceptable proof of birth or citizenship. Documents may include a detailed foreign birth certificate, an S1 form issued by a Pakistani embassy or consulate, or a citizenship or naturalisation certificate.
Proof of overseas residence or travel status is also required. Applicants may provide a Pakistani or foreign passport, a residence permit, or another accepted travel document.
If these documents are unavailable, applicants may submit Undertaking A. This document must be attested by a Pakistani embassy or diplomatic mission where NADRA’s rules permit this alternative.
The exact requirements depend on the applicant’s nationality, birthplace, family record, and individual circumstances. Applicants should check the applicable requirements before starting their applications.
How to Apply for NICOP Through the Pak ID App
Overseas Pakistanis can apply through NADRA’s official Pak ID mobile application, available for Android and iOS devices.
The application process involves the following steps:
- Download the official app: Install the Pak ID application from the Google Play Store or Apple App Store. Confirm that NADRA is listed as the publisher.
- Create an account: Register using the required personal and contact details. Existing users can sign in with their registered credentials.
- Select New NICOP: Open the NICOP service and choose the option for a fresh application. Make sure you select the correct category.
- Enter personal information: Provide your name, date of birth, address, nationality, and family details. Enter the relevant CNIC or NICOP number of a parent or blood relative.
- Upload documents: Submit clear copies of your birth or citizenship records and required passport or residence documents. Provide your photograph and any additional information requested.
- Complete biometric verification: Follow the application’s instructions for identity verification. If online verification is unsuccessful, additional attestation or an office visit may be necessary.
- Pay the application fee: Choose an available processing category and pay the applicable charges. Fees depend on the geographical zone and selected Normal, Urgent, or Executive service.
- Submit and track your request: Review the information before submitting your application. You can then monitor its progress through the Pak ID app.
NADRA may request additional documents or verification while processing the application.
What If Biometric Verification Is Not Possible?
NADRA provides alternative verification procedures for eligible applicants who cannot complete biometric authentication.
Applicants in Pakistan may have their forms attested by an authorised gazetted officer or public representative under the applicable rules.
Overseas applicants may obtain verification through an eligible CNIC or NICOP holder using the prescribed procedure. Applicants should follow the specific instructions provided for their application category.
Can Applicants Visit a NADRA Registration Centre?
Yes, applicants can also apply for their first NICOP at a relevant NADRA Registration Centre.
They must provide the required identity, citizenship, and family documents. Officials will review the records and complete the necessary biometric or alternative verification procedures.
An office visit may also be required when an online application cannot be completed through the Pak ID system.
