The Capital Development Authority (CDA) has ordered the sealing of Nilore Homes offices. The offices are located on Lehtrar Road near PIEAS.
The action concerns development activities carried out without the required approvals. The CDA said the housing scheme started development without an approved Layout Plan.
The project also did not obtain a No Objection Certificate (NOC). The authority has declared the development and land use unauthorized.
The decision was made under several applicable laws and regulations. These include the CDA Ordinance 1960 and ICT Zoning Regulations 1992.
The authority also cited regulations governing private housing schemes in Islamabad. These rules require housing projects to obtain approvals before starting development.
According to a CDA document, notices were previously issued to the scheme’s sponsors. The authority also served show-cause notices over the reported violations.
The sponsors were instructed to stop development work at the project. They were also directed to halt marketing activities.
The restrictions covered the sale and purchase of plots. The sponsors were further told to stop plot allotments and transfers.
The authority also ordered the removal of unauthorized structures. These included buildings and other developments constructed without approval.
The sponsors were additionally instructed to stop using the land without authorization. However, the CDA said the directions were not followed.
The authority stated that the required approvals were still not obtained. Public notices were also issued to inform potential buyers about the situation.
These notices were published in national newspapers. They were also uploaded to the CDA’s official website.
Despite these measures, the housing scheme allegedly continued without securing the necessary approvals. The matter has now moved toward enforcement action.
The Directorate of Regional Planning requested action from the Enforcement Directorate. It asked officials to seal the marketing and site offices.
The CDA has also sought action against unauthorized buildings and structures. Demolition has been proposed for construction carried out without approved building plans.
The authority has also issued directions regarding utility connections. Electricity and gas connections must follow approved planning documents.
Relevant departments have been told to ensure compliance with approved plans. Connections should only be provided according to CDA-approved layout and building plans.
The authority has also proposed action against unauthorized housing scheme advertisements. This includes promotional activities conducted through online platforms.
