The Capital Development Authority (CDA) has approved new promotion criteria for low grade employees. The revised policy sets clearer requirements for career advancement.
The new rules cover 14 operational cadres across different CDA directorates. They apply to technical, field and administrative employees.
The policy aims to create a more consistent promotion system. It also establishes specific service, technical and recruitment requirements for various positions.
Under the revised criteria, several employees must complete a minimum service period. Staff in feeder posts will generally need five years of service.
The requirement applies to positions such as Vacuum Cleaner Operator, Lift Superintendent and Plant Superintendent. Employees must meet the required service conditions before seeking promotion.
Some positions also require employees to pass a qualifying trade test. This requirement applies to selected lift and plant maintenance posts.
Employees must also meet the required seniority and fitness conditions. These requirements will be considered alongside technical qualifications.
The CDA has also changed the recruitment balance for several positions. The revised policy sets specific shares for departmental promotion and direct recruitment.
For Telephone Operator and Train Driver positions, vacancies will be divided equally. Half of the vacancies will go to direct recruitment.
The remaining half will be filled through departmental promotion. This approach will provide opportunities for both existing employees and new recruits.
The CDA has set a different ratio for several other positions. These include Horticulture Supervisor, Tube Well Operator and Work Supervisor.
For these posts, 75 percent of vacancies will be filled through departmental promotion. The remaining 25 percent will be available through direct recruitment.
Some positions will be filled entirely through departmental promotion. These include Assistant Foreman for Khanpur Dam operations.
The Assistant Graveyard Controller position will also follow the departmental promotion route. Employees must meet the required qualifications and service conditions.
A five-year service requirement applies to these specified promotional positions. Candidates must also fulfill other eligibility requirements before promotion.
The new policy is intended to provide clearer career progression for CDA employees. It also defines recruitment methods for different operational posts.
The authority has ordered amendments to relevant provisions of the CDA Employees Service Regulations, 1992. The changes will bring the regulations in line with the revised promotion criteria.
The notification has been circulated among senior management and finance officials. It has also been shared with CDA board members.
The Collective Bargaining Agent has received the notification as well. The relevant stakeholders have been directed to implement the revised provisions.
The updated criteria could provide employees with clearer guidance about promotion eligibility. It also establishes defined recruitment ratios for several important operational positions.
