The United States government has reignited the global debate over the origins of COVID-19 after publishing a new report claiming that the coronavirus most likely emerged from a laboratory-related incident in China rather than through natural transmission. The report, released by the White House, also accuses former US Chief Medical Adviser Dr. Anthony Fauci of helping shape a narrative that dismissed the lab leak theory in the early stages of the pandemic.
The report was published on July 29 through an official White House webpage titled “Lab Leak: The True Origins of COVID-19.” Alongside the publication, the White House shared a social media post simply stating “The truth,” drawing widespread attention to the renewed investigation into one of the most controversial scientific and political debates of recent years.
According to the report, the coronavirus most likely originated from a laboratory incident involving gain-of-function research at the Wuhan Institute of Virology. US officials argue that several pieces of evidence point toward a laboratory origin rather than a natural spillover from animals to humans.
The White House specifically criticized the influential scientific paper “The Proximal Origin of SARS-CoV-2,” alleging that Dr. Anthony Fauci encouraged its publication to strengthen the theory that COVID-19 emerged naturally. The report claims that this paper played a significant role in discrediting the lab leak hypothesis during the early months of the pandemic and influenced global scientific opinion.
Another major claim in the report is that researchers working at the Wuhan Institute of Virology reportedly developed COVID-like symptoms in late 2019, months before the virus was officially linked to a seafood market in Wuhan. According to the White House, this timeline raises further questions about the official explanation of the outbreak.
The report also argues that the virus contains biological characteristics that are “not found in nature” and claims that no convincing scientific evidence has emerged proving a natural origin for COVID-19. These conclusions directly challenge previous assessments by many public health agencies and scientific organizations that considered natural transmission the most likely explanation.
In addition to questioning the virus’s origins, the White House accused EcoHealth Alliance of using US taxpayer funding to support gain-of-function research in Wuhan. The report notes that the US Department of Health and Human Services has suspended funding for the organization and begun debarment proceedings, while the Department of Justice is investigating its activities related to pandemic-era research.
The report further criticizes the National Institutes of Health (NIH), claiming the agency failed to properly oversee potentially risky scientific research. It also accuses officials in the Biden administration of delaying congressional investigations and withholding information requested by lawmakers regarding the government’s pandemic response.
International organizations also came under criticism. The White House accused the World Health Organization (WHO) of failing in its responsibilities by allegedly placing China’s political interests ahead of global public health. According to the report, the WHO’s handling of the pandemic undermined confidence in international health institutions.
Beyond the debate over the virus’s origin, the report questioned several public health policies adopted during the pandemic. It argued that measures such as six-foot social distancing, mask mandates, and prolonged lockdowns lacked sufficient scientific evidence and resulted in serious economic, educational, and mental health consequences worldwide.
The report was released just one day after Dr. Anthony Fauci invoked the Fifth Amendment during a Republican-led Senate hearing after being subpoenaed to testify about the federal government’s COVID-19 response. Fauci said he was acting on legal advice and accused Senator Rand Paul of pursuing politically motivated investigations rather than seeking scientific truth.
Republican lawmakers have continued to argue that US-funded research connected to the Wuhan laboratory may have contributed to the pandemic. Fauci has repeatedly denied those allegations, maintaining that the strongest available scientific evidence still supports a natural origin for COVID-19.
Meanwhile, more than 150 scientists and medical professionals have signed an open letter defending Fauci. They argue that no credible evidence has been presented proving wrongdoing and have urged Congress to end what they describe as politically driven investigations into the former health adviser.
The White House report is expected to further intensify the already heated debate surrounding the origins of COVID-19, a question that continues to divide scientists, policymakers, and governments nearly seven years after the pandemic first emerged.
