Sweden has changed its rules for eligible temporary residence permit holders seeking permanent residence.
Under the new rules, eligible applicants can apply as soon as they complete the required qualification period. They no longer need to wait until their temporary permit is due for renewal.
The change took effect on June 11, 2026. It allows qualified applicants to submit their applications while their current permits remain valid.
Previously, applicants who had completed the required residence period had to wait. They could generally apply when their temporary permit reached its renewal stage.
The updated process gives applicants more flexibility over when they submit their applications. It also removes the need to link the application date with permit expiry.
For most work permit holders, the qualification period remains four years. EU Blue Card holders can qualify after three years. Researchers with qualifying permits can also qualify after three years.
The rule change does not create a new route to permanent residence. It also does not reduce the existing eligibility requirements.
Applicants must still satisfy all conditions for permanent residence. Completing the required residence period does not automatically guarantee approval.
Once permanent residence is granted, the existing temporary permit can be revoked. It can then be replaced by a permanent residence permit.
The change could provide greater certainty for foreign workers and other eligible residents. They can now apply without waiting for their temporary permits to approach expiration.
This may also reduce the risk of applicants needing another temporary permit extension. Under the previous system, some applicants had to wait despite already meeting the required residence period.
The updated rules may also benefit employers. Companies will have more flexibility when managing employees who qualify for permanent residence.
Employers and workers will no longer need to plan applications around temporary permit renewal dates. This could simplify some immigration planning and administrative processes.
The change is especially relevant for foreign workers who have already completed the required qualification period. They can now begin the permanent residence process while their temporary permits remain active.
The Swedish system continues to require applicants to meet existing conditions. These conditions can include requirements linked to the applicant’s permit type and personal circumstances.
The reform therefore changes the timing of applications rather than the qualification pathway. The underlying residence periods remain unchanged.
For eligible applicants, the main benefit is earlier access to the application process. This can provide more certainty about their future immigration status.
The Sweden change also gives applicants greater control over the timing of their applications. It removes a previous restriction tied to the renewal of temporary residence permits.
