The Sindh government is planning to work with Chinese technology company Huawei to develop a flood early warning system and a smart city operations network for Karachi. Chief Minister Syed Murad Ali Shah has proposed starting the project in one district before expanding it to other parts of the city.
The proposal was discussed during Shah’s visit to Huawei’s digital urban governance facility in Wuhan, China. He was accompanied by a high-level delegation from Sindh to explore how modern technology could help improve public services and city management.
How the Proposed System Could Help Karachi
Karachi regularly faces challenges related to heavy rainfall, urban flooding, traffic congestion, waste disposal and water services. The proposed system aims to use digital technology and real-time data to help government departments respond to these problems more effectively.
Under the plan, the initial pilot project would cover one district of Karachi. If successful, the system could later be expanded to other areas of the city.
The proposed technology could help authorities improve flood forecasting, monitor emergency situations and coordinate responses during heavy rainfall. It could also support traffic management, water supply services and waste disposal operations.
However, the project is still at the proposal stage. Details about the selected district, project cost, timeline and the specific technology to be used have not yet been provided.
Sindh Wants Technology Transfer and Training
During the visit, Shah stressed that the provincial government wanted a long-term partnership with Huawei rather than simply purchasing equipment and software.
He said the cooperation should include technology transfer, staff training and the development of local expertise. This approach would help government officials and technical teams manage the system over the long term.
The chief minister also proposed study visits for Sindh officials to the Wuhan City Operation Centre. Such visits could help officials understand how digital systems are used to manage urban services and respond to emergencies.
The provincial government also wants Huawei to cooperate with universities and technical institutions in Sindh. This could create opportunities for students, researchers and local professionals to develop skills in digital governance and smart city technology.
AI Cooperation for Universities and Researchers
During a separate visit to the Wuhan Artificial Intelligence Computing Center, Shah sought cooperation in artificial intelligence training and access to computing resources for universities and researchers in Sindh.
Access to advanced computing facilities could support research and training in AI-related fields. The proposed cooperation also reflects the provincial government’s interest in using modern technology to improve public services and build technical skills.
The Sindh government plans to sign a memorandum of understanding with Huawei at the Sindh Investment and Trade Conference in Shanghai later this week. The agreement is expected to provide a framework for further cooperation, although the final scope and terms will depend on the agreement.
Investment Talks With Healthcare Company
During the China visit, Shah also invited Humanwell Healthcare Group to explore pharmaceutical manufacturing opportunities in Sindh.
The proposed investment could include joint ventures for producing medicines and active pharmaceutical ingredients, which are the main substances used in medicines.
The discussions form part of Sindh’s broader effort to attract Chinese investment in technology and other industries. If the Huawei proposal moves forward, the pilot project could be an important step toward using digital systems to improve Karachi’s urban management and emergency response.
