The Sindh government has approved four-year extensions for the vice chancellors of three public-sector universities, according to reports published this week.
The extensions involve Liaquat University of Medical and Health Sciences (LUMHS) Vice Chancellor Dr Ikramuddin Ujjan, Aror University Vice Chancellor Dr Zahid Hussain Khand, and Shaheed Allah Bakhsh Soomro University Vice Chancellor Dr Arabella Bhutto.
The development follows the approval of a second term for Dr Nusrat Shah, Vice Chancellor of Shaheed Mohtarma Benazir Bhutto Medical University, Larkana. Dr Nusrat Shah is the daughter of former Sindh chief minister Qaim Ali Shah.
The latest decisions have also raised questions about the process used to extend the terms of some university heads, particularly after an earlier proposal to advertise at least one of the posts and appoint a new vice chancellor through a selection process.
Three Vice Chancellors Receive Four-Year Extensions
The Sindh government has approved another four-year term for Dr Ikramuddin Ujjan at LUMHS.
The News reported on September 18 that Chief Minister Murad Ali Shah had approved Dr Ikramuddin Ujjan’s appointment for a second four-year term at the Liaquat University of Medical and Health Sciences.
The subsequent decisions also cover Dr Zahid Hussain Khand, Vice Chancellor of Aror University of Art, Architecture, Design and Heritage, and Dr Arabella Bhutto, Vice Chancellor of Shaheed Allah Bakhsh Soomro University of Art, Design and Heritages. Reports said both were approved for further four-year terms.
The extension for Dr Arabella Bhutto comes as her existing tenure was approaching completion. Reports indicated that her first term was due to expire in February 2027.
Dr Nusrat Shah Also Granted Another Term
The latest decisions follow the earlier extension granted to Dr Nusrat Shah, who heads Shaheed Mohtarma Benazir Bhutto Medical University in Larkana.
Reports published in September said Dr Nusrat Shah had been approved for another term as vice chancellor. Her appointment attracted attention because she is the daughter of former Sindh chief minister Qaim Ali Shah.
The extension of several university vice chancellors has therefore become a subject of discussion, particularly regarding how the provincial government handles the renewal of senior academic appointments.
Aror University Appointment Process Changed
The extension of Dr Zahid Hussain Khand has drawn particular attention because the provincial government had previously considered advertising the position and appointing a new vice chancellor through a selection process.
The Express Tribune reported that the Sindh government approved a four-year extension for Dr Zahid Khand, reversing an earlier decision to advertise the position. The report attributed the change to a recommendation from Sindh Assembly Speaker Syed Awais Qadir Shah.
Express News also reported that the Universities and Boards Department had initially moved toward advertising the position after an earlier proposal for Dr Khand’s reappointment was rejected. The department subsequently halted the process after the situation changed and the extension was approved.
Chief Secretary Had Recommended New Appointment
The process had earlier included a recommendation from Sindh Chief Secretary Asif Hyder Shah to advertise the Aror University vice chancellor position and appoint a new candidate through a selection board.
According to reports, the chief secretary had opposed an immediate extension for Dr Zahid Khand and suggested that the post should be advertised.
The recommendation reportedly included a provision that Dr Khand could be considered for reappointment if the selection process failed to identify a suitable candidate.
This approach would have allowed the government to conduct an open selection process before deciding whether to retain the existing vice chancellor.
Speaker’s Recommendation Reported in Extension
Reports from the Universities and Boards Department said the extension for Dr Zahid Khand was approved following a recommendation from Sindh Assembly Speaker Awais Qadir Shah.
The same recommendation was also linked in reports to the subsequent approval of Dr Arabella Bhutto’s extension.
The Sindh Assembly’s official website confirms that Awais Qadir Shah is the provincial assembly speaker and that he resumed the office on September 21, 2026, following his participation in the Commonwealth Parliamentary Conference.
However, claims that the extensions were made specifically on political or recommendation-based grounds remain reported allegations from media sources, rather than independently established findings.
Government Reverses Earlier Advertising Plan
The reported reversal of the Aror University appointment process means the university will retain its existing vice chancellor for another four-year period rather than immediately conducting a new selection process.
Express Tribune described the development as a reversal of the earlier decision to advertise the post and appoint a new vice chancellor through a selection process.
The Express report also said the Secretary Universities and Boards, Abbas Baloch, confirmed that the advertisement for the Aror University post had not been issued and indicated that a notification could follow if the controlling authority had approved the extension.
