The Punjab government has made Garbage Tax payment compulsory for property owners seeking a no-objection certificate (NOC). The certificate is required to sell or transfer property.
Under the new requirement, property owners must clear their outstanding tax bills before receiving the certificate. Authorities will withhold the NOC if any Garbage Tax payments remain unpaid.
The decision means owners with outstanding dues may face delays in property transactions. They will need to settle their tax liabilities before completing sales or transfers.
According to excise officials, the government is also continuing its province-wide tax billing process. Authorities will issue second-quarter bills starting January 1.
Meanwhile, officials are working to complete the distribution of outstanding first-quarter bills. Property owners have been advised to pay their dues within the required timeframe.
Punjab Continues Province-Wide Garbage Tax Collection
The Punjab government started distributing Garbage Tax bills across the province on September 1. Since then, authorities have delivered approximately 1.4 million bills.
The distribution includes property owners in Lahore and other parts of Punjab. The Excise Department has also collected more than Rs. 24 million over the past two months.
Officials said Punjab has approximately five million property units. However, the tax will not apply to every property across the province.
Around 20 percent of these properties are located within housing societies and towns. Their local management already collects cleaning charges and provides solid waste management services.
Therefore, properties in these areas will remain exempt from the provincial Garbage Tax. Residents will continue paying the existing cleaning charges through their respective management systems.
Property Owners Can Check Tax Bills Online
The Excise Department has also provided an online facility for checking tax bills. Property owners can access their bills through the department’s official website.
They only need to enter their property number to retrieve the relevant billing information. This facility allows owners to check their outstanding payments without visiting an office.
Authorities have encouraged property owners to use the online system. It can help them identify unpaid dues and avoid delays during property transactions.
Unpaid Garbage Tax Can Delay Property Transactions
The new requirement makes tax clearance an important part of property sales and transfers. Owners must settle their outstanding bills before requesting the required NOC.
Without the certificate, property owners cannot complete the relevant transactions. This requirement applies to owners who have unpaid Garbage Tax bills.
Officials have reiterated that timely payment is necessary to obtain the certificate. Property owners planning to sell or transfer their properties should check their tax status beforehand.
The government is continuing its billing and collection process across Punjab. Further distribution of second-quarter bills is scheduled to begin on January 1.
