Pakistan and Kuwait have taken a major step towards strengthening their longstanding defence relationship after Kuwait officially approved a landmark Security Partnership Framework, providing legal status to a comprehensive military cooperation agreement signed in June 2023.
The agreement, recently published in Kuwait Alyawm, the country’s official gazette, has now entered into force, creating a formal framework for enhanced collaboration between the armed forces of both nations. The move is expected to deepen cooperation in defence, security, military training, technology, logistics, and intelligence sharing at a time of growing security concerns across the Gulf region.
Under the newly activated framework, Pakistan and Kuwait will expand cooperation in several strategic areas, including military education, joint training programmes, exchange of defence personnel, deployment of technical experts, scientific research, logistics support, and intelligence coordination. The agreement also allows both countries to introduce additional areas of cooperation in the future through mutual consent.
To ensure effective implementation, the two countries will prepare annual cooperation plans and launch joint military programmes. A Joint Military Committee, comprising representatives from the defence ministries of Pakistan and Kuwait, will oversee the execution of the agreement. The committee will hold regular meetings, including annual sessions, to evaluate progress and identify new opportunities for collaboration.
The agreement also encourages regular high-level military visits and official exchanges to strengthen communication and strategic coordination between the defence leadership of both countries.
A significant provision of the framework focuses on safeguarding classified information. Both nations have agreed that confidential military documents, intelligence reports, and sensitive defence data shared under the agreement cannot be disclosed to any third country without the written approval of the originating country.
The timing of the agreement has drawn attention as Kuwait continues to enhance its security capabilities amid evolving regional challenges, including concerns over missile and drone threats. Reports indicate that Kuwait is also exploring broader defence cooperation with Pakistan in areas such as air defence, advanced military technologies, unmanned systems, and strategic security coordination.
Despite these developments, the agreement does not establish a mutual defence alliance or commit either country to troop deployments. Instead, it provides a structured legal and institutional platform for future military cooperation, intelligence sharing, defence exchanges, and strategic dialogue, further strengthening the decades-old partnership between Pakistan and Kuwait.
