The Higher Education Commission (HEC) and Pakistan’s National Cyber Emergency Response Team (National CERT) have signed a Memorandum of Understanding (MoU) to strengthen cybersecurity cooperation and resilience across the country’s higher education sector.
The agreement focuses on improving cybersecurity coordination among universities and higher education institutions while strengthening their ability to identify, respond to and recover from emerging cyber threats.
A key part of the initiative is the establishment of the Pakistan Education & Research Network (PERN)/HEC as the Education Sector Computer Emergency Response Team (EduCERT).
The new platform will provide universities with a dedicated mechanism for cybersecurity coordination, threat information sharing and incident response.
EduCERT to Strengthen University Cybersecurity
Under the agreement, EduCERT will operate through PERN as a coordinated cybersecurity platform for Pakistan’s higher education sector.
It will support universities and other higher education institutions in several key areas, including cyber threat monitoring, incident coordination, information sharing and security awareness.
The platform is also expected to help institutions strengthen their internal cybersecurity capabilities and improve their preparedness against evolving digital threats.
With universities increasingly dependent on digital systems for academic, administrative and research activities, protecting institutional networks and data has become an important part of higher education infrastructure.
Universities to Share Threat Intelligence
One of the major objectives of EduCERT will be to improve information sharing between universities and higher education institutions.
Institutions will be able to exchange information about cybersecurity threats, vulnerabilities, incidents and effective security practices.
This coordinated approach is intended to help universities respond more efficiently when new cyber threats emerge.
Sharing cybersecurity knowledge and best practices can also allow institutions to learn from incidents affecting other organizations and strengthen their own security measures.
Focus on Cyber Threat Monitoring
EduCERT will support cyber threat monitoring across the higher education sector.
The system will provide a coordinated mechanism for identifying potential threats and facilitating communication between institutions when cybersecurity incidents occur.
The initiative is also expected to improve incident coordination, allowing relevant institutions to work together when responding to cyberattacks or other digital security incidents.
A stronger coordination system could help universities improve their ability to protect important academic and administrative systems.
HEC Highlights Need for Cyber Preparedness
HEC Chairman Prof. Dr. Niaz Ahmad Akhtar emphasized the importance of stronger cybersecurity measures across higher education institutions.
He said universities need to protect their digital infrastructure, academic systems and institutional data from evolving cyber threats.
He also highlighted the importance of coordinated efforts, timely information sharing and stronger institutional capacity.
According to the HEC chairman, EduCERT will provide a structured mechanism through which universities can collaborate and improve their cybersecurity preparedness.
Protecting Academic and Institutional Data
Universities manage large amounts of digital information, including academic records, research data, student information and administrative documents.
As more educational services move online, cybersecurity risks can affect both institutional operations and access to important digital systems.
The HEC-National CERT agreement is therefore focused on building a more coordinated security framework for the higher education sector.
The initiative aims to encourage institutions to improve cybersecurity awareness while developing stronger systems for responding to potential incidents.
Building a Coordinated Cybersecurity Network
The establishment of EduCERT will bring universities and higher education institutions into a more structured cybersecurity coordination framework.
Through PERN, institutions will have a platform for communicating about cyber threats and sharing relevant security information.
The initiative will also promote cybersecurity knowledge and best practices across the sector.
This could help institutions develop a more consistent approach to cybersecurity preparedness and incident response.
Strengthening Pakistan’s Digital Education Infrastructure
Pakistan’s higher education sector has increasingly adopted digital platforms for teaching, research, administration and communication.
The expansion of digital infrastructure has also increased the importance of protecting university networks and information systems.
The new collaboration between HEC and National CERT is intended to strengthen the sector’s ability to address these challenges.
Through EduCERT, universities will have a dedicated mechanism for cybersecurity coordination, information sharing, awareness and incident response.
The initiative represents a broader effort to improve cyber resilience across Pakistan’s education sector and protect the digital infrastructure supporting universities and research institutions.
