The Anti-Corruption Circle of the Federal Investigation Agency (FIA) has conducted a major operation in Islamabad, arresting two officials of the Capital Development Authority (CDA) on charges of abuse of authority and violations of official procedures.
The arrested officials have been identified as former Deputy Director Estate Management-II Sajadullah and Dealing Assistant Yasir Irfan. According to the FIA, both individuals are accused of misusing their official powers in matters related to land administration.
Investigators stated that the case revolves around the issuance of a No Demand Certificate (NDC) for a disputed plot. The officials allegedly processed and approved the required documentation despite the property’s disputed legal status, in violation of established regulations.
According to the FIA, the plot has been under legal dispute since 2022. Authorities further allege that information regarding ongoing litigation and restrictions was concealed in official records, raising concerns about procedural manipulation within the department.
Records show that an initial NDC was issued in February and later reissued in May 2023. Despite the unresolved dispute surrounding the property, approval for its transfer was granted.
The FIA said investigations are continuing under relevant provisions of the Pakistan Penal Code and anti-corruption laws. Officials are examining multiple aspects of the case to determine the extent of alleged misconduct and identify any additional individuals involved.
