Electricity consumers across most of Pakistan will face an additional charge of Rs. 0.7503 per unit in their August 2026 bills. The National Electric Power Regulatory Authority (NEPRA) approved the fuel charges adjustment (FCA) for electricity consumed in June 2026.
The adjustment will allow power distribution companies to recover approximately Rs. 9.8 billion from consumers. The additional amount will be included in the electricity bills of eligible consumers during the applicable billing period.
The FCA will apply to consumers of K-Electric and all ex-WAPDA distribution companies, known as XWDISCOs. However, several categories have been excluded from the additional charge.
Lifeline consumers, electric vehicle charging stations, and prepaid consumers on prepaid tariffs will not be affected by the adjustment. Electricity supplied under other applicable exempted categories will also remain outside the FCA.
The decision followed a request submitted by the Central Power Purchasing Agency Guaranteed (CPPA-G). The agency had initially requested a fuel charge adjustment of Rs. 1.20 per unit.
After reviewing the submitted data, NEPRA reduced the amount that could be recovered from consumers. The regulator approved an adjustment of Rs. 0.7503 per unit instead of the requested Rs. 1.20 per unit.
NEPRA also raised concerns over partial loading charges recorded during June 2026. According to the regulator, these charges amounted to around Rs. 4.9 billion during the month.
The amount was approximately Rs. 1 billion higher than the partial loading charges recorded during the corresponding period last year. NEPRA directed CPPA-G to present a strategy aimed at reducing these additional costs.
The Independent System and Market Operator (ISMO) explained that shutting down power plants to avoid partial loading could create significantly higher startup costs. It said the current operating approach remains more economical despite the partial loading charges.
The latest FCA will increase the electricity cost for eligible consumers in their August bills. The impact on individual households will depend on their electricity consumption during the relevant billing period.
Consumers who fall under exempted categories will not be required to pay the additional Rs. 0.7503 per unit charge. Other eligible consumers should expect the adjustment to appear separately in their bills.
