The Capital Development Authority (CDA) has ordered the sealing of marketing and site offices of Green Homes/Valley in Islamabad. The housing scheme is located on Karor Road in Zone IV (D) of the federal capital.
According to an official CDA document, the action concerns alleged unauthorized development at the housing scheme. The authority said construction began without an approved layout plan or a No Objection Certificate (NOC).
The CDA has declared the development and land use illegal under applicable laws and regulations. These include the CDA Ordinance, 1960, the ICT Zoning Regulations, 1992, and rules governing private housing schemes in Islamabad.
CDA Issues Notices Over Unauthorized Development
The authority stated that it had previously issued notices to the housing scheme’s sponsors. These notices were dated October 6, 2025, and May 20, 2026.
The sponsors were directed to stop development activities and marketing operations. The instructions also covered the sale and purchase, allotment and transfer of plots.
According to the CDA, the sponsors were further instructed to remove buildings and structures allegedly constructed without authorization. However, the authority said the required approvals had not been obtained.
The latest action follows the reported failure to comply with the regulatory requirements. The sealing order targets the scheme’s marketing and site offices as part of the enforcement process.
Housing Scheme Rules Allow Offices to Be Sealed
Under Islamabad’s 2023 regulations, the CDA can seal premises involved in unauthorized construction and development. These powers also cover advertising and marketing activities related to unapproved housing projects.
The regulations extend to offices operated by housing scheme sponsors and other parties involved in project activities. These may include advertisers, operators, consultants, contractors, real estate agents and marketing partners.
However, the prescribed notice period must expire before the relevant premises can be sealed under these provisions. The regulations provide a legal framework for action against unauthorized housing developments.
The authority has also directed its enforcement and building control wings to take further action. This includes the demolition or removal of unauthorized buildings and structures.
CDA Seeks Support From Utility Companies and Agencies
The CDA has advised the Islamabad Electric Supply Company (IESCO) and Sui Northern Gas Pipelines Limited (SNGPL) to follow approved plans when providing utility connections.
The authority said electricity and gas connections should comply with approved layout and building plans. This measure is intended to prevent unauthorized developments from receiving services outside the applicable requirements.
The CDA has also asked relevant agencies to restrict advertisements and websites promoting unapproved housing schemes. The move aims to address the marketing of projects that have not secured the necessary approvals.
The case highlights the regulatory requirements for private housing schemes operating in Islamabad. Developers must obtain the required approvals before starting construction or marketing plots.
