The Suthra Punjab program has faced a major shortfall in cleanliness bill collections in Lahore. Recovery has remained far below the program’s target during the past seven months.
According to available data, authorities issued around 5.19 million cleanliness bills in Lahore since January. However, only about 275,000 bills have been paid so far.
The total value of the issued bills was approximately Rs. 13 billion. Collections have reached only Rs. 360 million during the seven-month period.
This means the recovery rate stands at around 3% of the total billed amount. The low collection rate has created a financial challenge for the cleanliness initiative.
Residential Bill Payments Remain Low
Residential consumers account for a significant portion of the unpaid bills. Authorities issued around 2.8 million bills to residential consumers during the period.
Only about 127,000 residential bills were paid. This leaves most of the issued bills outstanding and highlights the difficulty of recovering the billed amount.
The low payment rate could affect the program’s ability to meet its financial objectives. Authorities may need stronger collection measures to improve compliance among consumers.
Commercial Collections Also Remain Weak
The commercial sector has also recorded limited payments. Around 2.3 million bills were issued to commercial consumers over the past seven months.
Of these, approximately 148,000 bills were paid. The figures show that payment rates remain low among both residential and commercial consumers.
The limited recovery has become a major concern for the Suthra Punjab program. The initiative requires stronger revenue collection to support its financial targets.
Authorities Face Collection Challenge
The Suthra Punjab initiative aims to improve cleanliness and waste management across Punjab. However, weak bill recovery could create additional challenges for its operations.
The Lahore figures show a significant gap between billed amounts and actual collections. Authorities are expected to consider further steps to increase payment rates.
