Singapore’s Minister for Foreign Affairs, Dr Vivian Balakrishnan, arrived in Islamabad on Friday, October 30, for an official visit aimed at strengthening diplomatic relations and expanding cooperation between Pakistan and Singapore.
The visiting minister is in Pakistan at the invitation of Deputy Prime Minister and Foreign Minister Ishaq Dar. The two sides are expected to hold comprehensive discussions covering bilateral relations, regional developments and international issues of mutual interest.
According to Pakistan’s Foreign Office (FO), the visit carries special significance as it coincides with the 60th anniversary of diplomatic relations between the two countries. It also comes ahead of Singapore’s assumption of the Association of Southeast Asian Nations (ASEAN) chairmanship in 2027.
The visit is expected to provide an opportunity for both countries to review their existing partnership and explore new areas of cooperation.
Ishaq Dar to Hold Comprehensive Talks with Singaporean Counterpart
During his stay in Islamabad, Vivian Balakrishnan is scheduled to meet Deputy Prime Minister and Foreign Minister Ishaq Dar for detailed discussions on Pakistan-Singapore relations.
The talks are expected to cover a broad range of bilateral matters, with both ministers also exchanging views on regional and global developments.
The Foreign Office said the discussions would focus on strengthening cooperation across different areas and further diversifying the partnership between the two countries.
The meeting is also important in the context of changing regional and international developments, as Pakistan and Singapore look to maintain close diplomatic engagement and identify opportunities for collaboration.
According to Singapore’s Ministry of Foreign Affairs, the programme also includes a joint press conference following the meeting between the two foreign ministers.
Pakistan and Singapore to Sign Disaster Management MoU
One of the key developments expected during the visit is the exchange of a memorandum of understanding (MoU) on disaster management cooperation.
The agreement will involve Pakistan’s National Disaster Management Authority (NDMA) and Singapore’s Civil Defence Force (SCDF).
The proposed arrangement is intended to strengthen cooperation between the two countries in disaster management and related areas. It represents a practical step towards expanding institutional engagement beyond traditional diplomatic discussions.
Disaster preparedness and emergency response are important areas of cooperation for countries seeking to improve their ability to manage natural and other emergencies.
The MoU is also expected to provide a framework for closer coordination between the relevant institutions in Pakistan and Singapore.
Visit Coincides with 60 Years of Diplomatic Relations
Pakistan and Singapore established diplomatic relations in 1966, making 2026 the 60th anniversary of their formal relationship.
The anniversary provides an important opportunity for both countries to review their longstanding diplomatic ties and consider ways to strengthen cooperation in the coming years.
The Foreign Office described relations between the two countries as cordial, based on mutual respect and longstanding friendship.
Both governments have expressed their commitment to deepening and diversifying their bilateral partnership. The latest visit is expected to contribute to that objective through high-level engagement and discussions on new areas of cooperation.
The timing is particularly significant as Singapore prepares to assume the ASEAN chairmanship in 2027, giving the visit additional regional and diplomatic importance.
Singaporean Minister Also Scheduled to Meet Pakistan’s Leadership
Apart from his meeting with Ishaq Dar, Balakrishnan’s official programme includes calls on other senior Pakistani leaders.
According to Singapore’s Ministry of Foreign Affairs, he is scheduled to meet Prime Minister Shehbaz Sharif and Field Marshal Syed Asim Munir.
These engagements are expected to provide further opportunities to discuss bilateral relations and matters of mutual interest.
The visiting minister is also scheduled to visit the National Center of Artificial Intelligence (NCAI) at the National University of Sciences and Technology (NUST).
The visit will provide him with an opportunity to learn about Pakistan’s progress and developments in artificial intelligence.
Singapore’s Ministry of Foreign Affairs has identified innovation, research and education, alongside disaster management, as potential areas for expanding cooperation with Pakistan.
Focus on Expanding Bilateral Cooperation
The official visit reflects the continued diplomatic engagement between Pakistan and Singapore as both countries seek to strengthen their relationship.
Beyond political discussions, the two sides are expected to explore opportunities in areas that can support institutional cooperation, knowledge-sharing and closer people-to-people connections.
The inclusion of disaster management in the visit’s programme highlights the importance of practical cooperation between government institutions.
Similarly, the planned engagement with Pakistan’s artificial intelligence centre points to growing interest in technology, innovation and research as possible areas of collaboration.
For Pakistan, the visit offers an opportunity to strengthen its engagement with Singapore ahead of the latter’s ASEAN chairmanship in 2027.
The exchange of the disaster management MoU and the planned high-level meetings are expected to serve as important elements of the visit.
As Pakistan and Singapore mark six decades of diplomatic relations, both governments are looking to build on their longstanding friendship and develop a broader partnership for the future.
