The Punjab government hired helicopter services worth Rs. 160.3 million for rescue and relief operations during the 2025 floods, according to official documents that have raised several questions about the payment and procurement process.
The helicopter services were obtained from a private company for a period of 17 days, covering August 28 to September 13, 2025. The services were reportedly used during the flood emergency to support rescue, relief and related operations across the province.
While the provincial government has maintained that the helicopters were hired under emergency circumstances, the subsequent payment and regularization process has come under scrutiny from the Punjab Finance Department.
Payment Process Raises Questions
According to official documents, the Finance Department questioned why the payment and regularization process was initiated approximately eight months after the helicopter services had been provided.
The department noted that the available record did not provide a clear explanation for the significant delay.
Such delays can create difficulties in verifying services after they have already been completed, particularly when payments involve substantial public funds. The Finance Department therefore sought clarification regarding the circumstances that resulted in the delayed processing of the payment.
The issue is now among several matters being examined before the Rs. 160.3 million payment can be fully considered.
Flying Hours Not Independently Verified
Another major concern raised by the Finance Department relates to the helicopter’s actual flying hours.
According to the documents, there was no independent verification confirming the number of hours the helicopters actually flew during the emergency period.
The absence of independent verification has raised questions about whether the billed flying hours can be fully established from the available records.
For government-funded emergency services, verification of the work performed is particularly important because payments are made from public funds. The Finance Department has therefore highlighted the need to establish the actual flying time before the payment is finalized.
Questions Over Helicopter Rates
The Finance Department also questioned whether the rates charged by the private company were reasonable and consistent with prevailing market prices.
According to the documents, no independent assessment had been provided to determine whether the rates charged for the helicopter services reflected market conditions.
The department’s concern comes in the context of emergency procurement, where services may need to be obtained quickly and normal competitive procurement procedures may not always be practical.
However, officials have emphasized that even in emergency circumstances, there should be sufficient market research and documentation to establish that public funds are being spent at reasonable rates.
PPRA Clarifies Emergency Procurement Rules
The Punjab Procurement Regulatory Authority (PPRA) has stated that direct contracting can be permitted during emergency situations.
However, the authority stressed that the relevant legal provisions must be clearly identified and followed when such procurement methods are used.
PPRA also emphasized that the procuring agency should conduct appropriate market research and analysis before determining rates for emergency services.
The clarification means that while the emergency circumstances may have allowed the government to hire helicopter services through direct contracting, the procurement process still needs to comply with applicable rules and provide sufficient documentation.
Tax Implications Also Under Review
The documents also point to another issue involving possible tax liabilities.
The Finance Department noted that potential tax implications had not been properly considered while processing the payment for the helicopter services.
Officials will therefore need to determine whether applicable taxes and other statutory obligations have been properly accounted for before the payment is regularized.
This adds another layer to the review of the Rs. 160.3 million expenditure.
Billions Already Released for Flood Relief
The documents show that the Punjab Finance Department had already released Rs. 72.23 billion for flood rescue, relief and rehabilitation activities.
The availability of significant funds for flood-related operations has further highlighted the importance of ensuring that individual expenditures are properly documented and processed according to the applicable rules.
The helicopter services were acquired during an emergency period when rapid deployment of rescue resources was considered necessary. However, the Finance Department has raised questions about the documentation and verification process that followed the emergency procurement.
Punjab Government Defends Emergency Hiring
The Punjab Chief Secretary maintained that the helicopters were hired under emergency circumstances and that payment for the services is the responsibility of the provincial government.
The government’s position is that the extraordinary circumstances created by the floods required immediate access to aerial rescue and relief resources.
Helicopters can play an important role during major floods, particularly when roads are blocked, communities become isolated and affected people need to be reached quickly.
However, the Finance Department’s review focuses primarily on whether the expenditure was properly documented, verified and processed after the services were provided.
Payment Awaiting Further Review
The Rs. 160.3 million payment will now be considered after the outstanding issues are examined.
These include the eight-month delay in regularization, verification of actual flying hours, independent assessment of market-based rates and applicable tax obligations.
The review does not necessarily mean that the helicopter services were not required during the floods. Instead, it highlights questions surrounding the administrative and financial procedures followed after the emergency services were provided.
The case demonstrates the challenges governments can face when emergency procurement is carried out under urgent circumstances. While rapid action may be necessary during disasters, authorities are still expected to maintain sufficient records to verify expenditures and ensure transparency.
As the Punjab government continues reviewing the helicopter payment, officials will need to address the concerns raised by the Finance Department and provide the required documentation before the expenditure can be fully regularized.
