The Punjab government has approved major changes to the rules governing private housing societies across the province. The revised regulations introduce new requirements for plot cancellations, development activities, and housing society management.
Under the updated rules, housing societies must follow a proper procedure before canceling any plot. They must notify affected allottees through the Housing Society Management System and registered mail. This measure aims to ensure that residents receive formal information before losing their plots.
The new regulations also provide additional opportunities for allottees to clear outstanding payments. Housing societies must give plot owners at least two chances to pay overdue installments. Societies cannot cancel plots immediately because of unpaid development charges. They must issue at least two notices before proceeding with cancellation.
These changes establish clearer procedures for handling payment defaults. They also give allottees more opportunities to address their outstanding dues before facing cancellation.
Digital Applications for Housing Schemes
The revised rules introduce a centralized digital system for housing scheme applications. Applications for both new and revised housing schemes must be submitted through this platform.
The move is expected to streamline the application process and improve administrative management. It will also establish a common digital channel for processing housing scheme proposals.
The Punjab government has also introduced a size limit for residential plots in low-cost housing schemes. Under the new regulations, residential plots in these schemes cannot exceed five marlas.
This restriction sets a clear maximum plot size for affordable housing developments. However, the available information does not specify additional changes to eligibility criteria or pricing.
Fines for Illegal Development Activities
Private housing societies will face financial penalties for carrying out unauthorized development work. The revised rules set daily fines ranging from Rs. 5,000 to Rs. 20,000.
The applicable penalty will depend on the circumstances and relevant provisions of the regulations. These fines introduce a financial consequence for societies that violate development requirements.
The new rules also make underground installation of utility lines mandatory. Housing societies must place electricity, internet, and other utility lines underground.
This requirement introduces a uniform standard for utility infrastructure within private housing developments. It also establishes a specific infrastructure obligation for societies undertaking development projects.
New Management Structure for Housing Societies
The amendments also introduce a management structure for societies after development work is completed. A seven-member management committee will oversee the society’s affairs.
The committee will include four representatives of residents and three representatives of the project sponsor. This arrangement gives residents a majority of seats on the management body.
The revised framework covers several aspects of private housing society operations. These include plot cancellation procedures, payment notices, digital applications, development penalties, and infrastructure standards.
