The federal government is preparing to introduce a revised Tinted Glass Permit Policy 2025, which could allow ordinary Pakistanis to legally install tinted windows on their vehicles by paying an annual permit fee. If approved, the policy would expand access to tinted glass, which has traditionally been associated with VIPs and government officials.
According to a draft prepared by the Ministry of Interior, the proposed amendments were made following recommendations from the Senate Standing Committee on Interior. The revised framework introduces separate rules for lawmakers, members of the public, and foreign diplomatic personnel.
Under the proposal, current and former members of the National Assembly and Senate would receive tinted glass permits free of charge. In contrast, ordinary citizens wishing to use tinted vehicle windows would be required to pay an annual fee of Rs15,000 to obtain a legal permit.
The revised draft also changes the eligibility criteria for foreign nationals. Earlier proposals allowed foreigners living in Pakistan to apply for tinted glass permits. However, the updated version removes that provision and limits eligibility to accredited diplomats only. The Ministry of Interior has replaced the term “foreigners” with “diplomats,” meaning only officially recognised diplomatic staff will qualify for the exemption.
Officials said the amended Tinted Glass Permit Policy 2025 has been circulated among relevant government departments and stakeholders for consultation. Their recommendations and feedback will be reviewed before the policy is submitted for final approval.
Once officially approved, the new policy will establish clear regulations for issuing tinted glass permits, define eligibility requirements, and standardise the application process nationwide.
The proposal has already attracted public attention because it offers free permits to current and former parliamentarians, while requiring ordinary vehicle owners to pay an annual fee. If implemented, the revised policy would significantly change the legal framework governing tinted vehicle windows across Pakistan.
