The Capital Development Authority (CDA) has ordered action against four housing societies in Islamabad. The authority has directed its Enforcement Wing to seal their offices.
The decision follows alleged violations of approved layout plans. The affected societies include Soan Garden, Bahria Town, Jinnah Garden, and Accounts Group Officers Cooperative Housing Society (AGOCHS).
According to official letters, the CDA Planning Wing issued several notices to these societies. However, the authority says they failed to meet its requirements.
The CDA has accused the societies of making changes without following approved plans. It also raised concerns about the use of land reserved for public facilities.
Allegations Against Soan Garden
The authority accused Soan Garden of converting sites reserved for public purposes. These areas reportedly included parks, a graveyard, and public buildings.
The CDA also alleged unauthorized development in the society. It said development work covered 585 kanals without an approved layout plan.
The authority further stated that the development was carried out without a required No Objection Certificate (NOC).
Allegations Against Bahria Town
Bahria Town has also been accused of violating conditions linked to its approved schemes. The CDA specifically referred to its Phase-III E and IV scheme.
The authority also raised concerns about land reserved for public facilities. These included parks, graveyards, and public buildings in other phases.
The CDA said the society had not fully complied with the conditions attached to its approvals.
Action Against Jinnah Garden
Jinnah Garden is facing similar allegations from the authority. The CDA accused the society of developing schemes without obtaining an NOC.
It also alleged that designated public areas were converted for other uses. These areas included parks, green spaces, schools, hospitals, and graveyards.
The authority considers such changes a violation of approved planning requirements.
AGOCHS Faces Layout Plan Concerns
The Accounts Group Officers Cooperative Housing Society is also facing action. The CDA said its Housing Scheme-I layout plan had been cancelled.
The authority also alleged that the society converted areas reserved for public amenities. These areas were meant to serve community needs.
A senior CDA official confirmed that the offices will be sealed. However, the societies will first receive show-cause and final notices.
The notices will provide the societies an opportunity to respond to the allegations. The authority will then proceed according to its enforcement process.
The CDA’s action highlights its focus on compliance with approved housing plans. Housing societies are required to follow approved layouts and development conditions.
The authority has repeatedly stressed the importance of protecting areas reserved for public facilities. The latest action involves four major housing societies in the capital.
