Canada has sharply increased the processing time for new proof of citizenship certificate applications. Applicants now face an estimated wait of 33 months for a decision.
The latest figure was updated by Immigration, Refugees and Citizenship Canada (IRCC) in September. The new estimate is eight months longer than the 25-month wait reported in August.
The increase means people applying now could wait until around mid-2029. The delay has grown quickly throughout 2026. Processing time was 10 months in January.
It increased to 12 months in May and reached 15 months in June. The estimate then climbed to 19 months in July and 25 months in August.
The jump to 33 months is the largest monthly increase recorded this year. It also shows the growing pressure on Canada’s citizenship certificate processing system.
Citizenship Certificate Backlog Grows
IRCC is currently dealing with a large number of pending citizenship certificate applications. The backlog has reached about 136,000 applications.
Around 14,200 applications were added to the queue in less than one month. The growing backlog has contributed to longer waiting periods for applicants.
The rise in applications follows changes to citizenship-by-descent rules. Canada removed the first-generation limit on citizenship by descent on December 15, 2025.
The change expanded eligibility for some people born outside Canada. Applicants can qualify when they establish an unbroken connection to a Canadian ancestor.
The expanded eligibility has increased demand for citizenship certificates. This has added further pressure on IRCC’s processing system.
Processing Times Can Vary
The 33-month figure is an estimate rather than a guaranteed decision date. IRCC considers several factors when calculating processing times.
These include the number of applications in the queue and expected new applications. Staffing levels and the complexity of individual cases can also affect processing.
Applications may take longer when additional documents or information are required. Differences in names or records across generations can create further verification needs.
IRCC also notes that applications from outside Canada and the United States can face additional mailing time.
Urgent Processing Remains Available
Some applicants may qualify for urgent processing of their citizenship certificate applications. IRCC considers urgent requests under specific circumstances.
These can include education, employment, certain travel emergencies, and other serious situations. Requests may also be considered for stateless people or certain minor children moving to Canada.
Students may seek urgent processing when they need citizenship proof for admission. However, applicants must meet IRCC’s requirements before receiving expedited consideration.
Urgent processing does not guarantee approval of the citizenship claim. Applicants must still provide the required evidence and satisfy all applicable requirements.
